On Windows7 32bit system , Create a new application project, in design mode no have "Form", also cannot put any components ??? How ???

i already reinstall and restart ide . it's OK ... but <<Tools -> IDE Options -> Environment -> Embedded Designer Settings >> why is nothing ???
