When I try to build v4.20 on 64 bit Windows Server 2008 R2, I get the following pop-up:
"The program can't start because libiconv2.dll is missing from your computer try reinstalling the program to fix this problem"

In case anyone else stumbles upon this problem, it was caused by:
gnuwin32 installation had put the file cmp.exe earlier in the path, so the cmp.exe used in the build process was the wrong one.
The cmp.exe that comes with CodeTyphon does not have a dependency on libiconv2.dll
