This is what I get if I enable this CT package and run it from IDE Package menu

"Could not find a FPC executable in the path"

CT 2.70, WinXP

Not quite sure what you are trying to accomplish but the dynamic packages are not yet available in CT. Have you tried to recompile the IDE with the package you selected enabled?

I just wanted to see what is that for. It can be replicated after enabling mentioned package, recompiling Lazarus, and starting this menu item to get mentioned error message:
Lazarus / Package / Lazarus Package Manager / Show Lazarus package Manager
