When I select components in the Object Inspector / Components by their name, then click on the Form Designer Form Title Bar, I then cannot move them using Ctrl+Up and Ctrl+Down.  This was a nice feature I used quite a bit with Delphi to move very small components around.  Is this possibly a bug?
