arm-embedded has only RTL base library, of FreePascal
you can build only command-line applications for arm-embedded
"Logical" arm-embedded OS don't have GUI and have only "custom" libraries

arm-Linux has all FreePascal libraries (RTL base +Libraries for Linux)
arm-wince has all FreePascal libraries (RTL base +Libraries for Mobile Windows)
